On July 22, 2014, President Obama signed into law the Workforce Innovation & Opportunity Act (WIOA), which revises and reauthorizes the Adult Education and Family Literacy Act (AEFLA).  Enactment of WIOA has significant impacts on Adult Basic Skills programs:

  • New Performance Measures 
  • Stronger Connections to Postsecondary Education and Employment
  • Enhanced English Language Acquisition and Civics Programs
  • One-Stop Center Integration 

The existing Workforce Investment Act (WIA) performance accountability section remains in effect for 2015, with the new WIOA performance accountability provisions taking effect July 1, 2016.

Title II Competitive Grant Applications

The Higher Education Coordinating Commission, Office of Community Colleges and Workforce Development (CCWD) will release a competitive request for applications (RFA) for WIOA Title II Adult Basic Education and Literacy Services between July 1, 2016 and June 30, 2017, following guidance received from the US Department of Education. 


The CCWD will announce availability of grant funding for potential providers through the CCWD and Oregon WIOA websites.
